War had torn apart the wizarding world a second time. After Harry Potter defeated Lord Voldemort there was peace. Kingsley Shacklebolt helped piece back the Ministry. Headmistress Minvera McGongall worked witht the Ministry to put Hogwarts back together again. Everyone young and old helped put things back into their places. The remaining Death Eaters were hunted down, tried, and thrown into Azkaban - which was once again put into protection with the Dementors. They just wanted souls, sides had meant nothing to them. Hogwarts was reopened, students went back to school, young people fell in love, got hitched, had babies, and the world was right once more.
Twenty-two years have passed since the Battle of Hogwarts. Now, reallly, how long did you think the peace would last? Twenty years is a long enough time. Rumors recently have been flying around that new unidentified group have been sending threatening letters to the Ministry and the Minster, Percy Weasley. The Aurors so far, have found no leads back to the authors, as they conveniently used a muggle method to write them. The letters were simply magazine letters cut out and pasted to a piece of parchment - leaving the letter difficult to retrace back. (The Ministry has yet to make an official statement)
Recently, a group of power hungry wizards have gathered in secret. Most, are children of past Death Eaters - waiting to avenge their parents death or waiting to take their revenge for the destruction of their families. So far, this small group has kept things quiet. They haven't really attacked yet but, they are trying to gather followers, and establish a leader. Of course, everyone thinks that they should be leader. It came down to a dueling contest - no rules. In the end, the child of Bellatrix and Rodolfus Lestrange won the contest - now reigning leader of the new group of Death Eaters. Since then, they've been sending threatening letters to the Ministry sayting they are going to attack them or other places. Each time the Ministry shows at these places, this group doesn't. It's a little game of the boy who cried wolf. Eventually the Ministry will just not show up, right?
More disruption is taking place throughout the wizarding universe. Vampires and Werewolves are demanding fairer treatment from the Ministry. They are getting angry by the Ministries slow paced decisions. Not to mention, the rift between the two spieces is making things increasingly difficult. The new death eaters are trying to convince the vampires and werewolves to join them in their causes.
The Minister, Percy Weasley, said there would never be another war - at least on his watch. One thing everyone knows is that you can never say never.
