The muggle repelling charm is exactly what it says. The muggle repelling charm repels muggles, and I believe it creates an illusion in it's place. For example, our wonderous Hogwarts School of Witchcraft and Wizardry has a muggle repelling charm placed on it so muggles just see a castle in ruins, if that. Should a wizard or witch be flying a car through the city of London, which, of course is highly unlikely, the wizard or witch may wish to use this charm at this point to make it look like there is either nothing there, or something replacing it. This charm is a charm commonly used by wizards or witches and has helped hide the wizarding world from them for all of these centuries, which has helped us in many ways, but also hindered us from blending into what would be classed as a 'normal' society.
